Grand Admiral Strom Treyger was fully retired from the military. He served Emperor Fel loyally, as he had Fel's father. The man is a tactical genius practically unmatched by anyone. He was one of the commanders that allowed the Empire to topple the Galactic Alliance. Before the Sith ever became involved, Strom had announced his retirement.
He watched Fel lose everything that so many had died to achieve. He watched a coup occur with so little resistance. To him, Fel had proven himself to be unfit and deserving of removal. Then as the years passed under the rule of the Sith, he watched idiots lead the command of the Imperial Navy. When the Core Fleet was taken out by the Galactic Remnant, a would be band of hit and run gorilla fighters, he walked into the Moff's Council and declared that he would be taking command once again. The Moffs were struck silent for a few minutes. None wished to argue with the retired Admiral for they knew that he was the best man for the job.
