If the Star Destroyer Gorgon is a hammer used to smite the foes of the Empire, then it is Captain Szardra that is the hand wielding it, not the Empire. The Chiss Consortium tells him to serve the Sith, so that is what he does.

Like many of his race, Szardra is a very brilliant man. He is not a many of great charisma when it comes to pointless socializing. He inspires men to gladly throw their lives into the fire right behind him, because they expect him to lead them through it. And that is what he has done time and time again.
